Action 1: Witness Slip Roundup

Illinois’ unique system of witness slips makes it easy for citizens to weigh in on important bills quickly using an online form. Before a bill is heard in the Illinois General Assembly, the chairperson will read who has submitted witness slips and whether they support or oppose the bill. This helps inform legislators as to where Illinoisans and organizations stand before voting. Witness slips are a great and relatively quick way to make your voice heard in state government.

Here are a few important bills collecting witness slips for hearings this week. See a description of the bills from She Vote IL.

DUE TODAY - SB 1909 - Stop deceptive pregnancy centers (proponent). Creates the Deceptive Practices of Limited Services Pregnancy Centers Act. Prohibits a limited services pregnancy center from any deceptive practices or the concealment of any material fact to individuals seeking access to an abortion provider or emergency contraception.

DUE TODAY - SB2260 - Justice for Survivors of Gender-Based Violence (proponent). Amends the Domestic Violence Resentencing Act to ensure the law works for survivors by amending time limits, ensuring that all evidence of gender-based violence is considered, and looking at the impacts of abuse.

Due Wednesday - HB1286 - Equitable Restrooms - All Gender (proponent). Allows public and private entities to implement gender-inclusive multi-occupancy restrooms if they want.

Due Wednesday - HB3414 - Prevent Unfair Sentencing of Youth Act (proponent). Reforms sentencing for child victims of sexual exploitation who defend themselves against abusers.

Due Wednesday - SB1344 - Coverage of Abortion and HIV Medication (proponent). Provides insurance coverage for all abortifacients, hormonal therapy medication, human immunodeficiency virus pre-exposure prophylaxis and post-exposure prophylaxis drugs approved by the FDA.

Due Wednesday.- SB1782 - Child Labor - Online Content (proponent). Provides that upon reaching the age of majority, any individual who was a minor engaged in the work of vlogging may request the permanent deletion of any video segment. Provides that a vlogger who features a minor child in a specified amount of the volgger's content shared on an online platform must be compensated accordingly.

Due Wednesday - SB1907 - Emergency Contraception (proponent). Requires each public institution of higher education to make emergency contraception available for purchase through at least one vending machine located on each campus under its jurisdiction.

Due Wednesday - HJR1 - Affirm Equal Rights Amendment (proponent). Urges the Administration of President Biden to publish without delay the Equal Rights Amendment as the Twenty-Eighth Amendment to the U.S. Constitution. Urges Congress to pass a joint resolution affirming the Equal Rights Amendment as the Twenty-Eighth Amendment. Calls on other states to join in this action by passing the same or similar resolutions.

Due Thursday - HB2297 - Gender Inclusive Data Reports (proponent). Provides that State agencies, when collecting and reporting data on employment records, must include specified data to recognize non-binary and gender non-conforming folks in the workplace.

Action 2: LGBTQ+ Advocacy Day (4/26)

On April 26, 2023, LGBTQ+ Illinoisans and our allies will come together in Springfield to advance LGBTQ+ equality. If you’d like to join us, please register here.

Equality Illinois will coordinate transportation leaving downtown Chicago at 6:00 a.m., stopping in Joliet, and then onwards to Springfield. Buses are expected to return to Chicago by 9:00 pm.
