Community Action: Pass the BUILD Plan
Illinois is facing a growing housing affordability crisis and we wonβt solve it without building more homes. The BUILD Plan (HB 5626 + SB 4060, 4061, 4062, 4063, 4064, and 4071) is a comprehensive package of reforms designed to remove outdated barriers to housing and make it easier to build the homes Illinois needs. For too long, red tape and exclusionary zoning have limited options, driven up costs, and pushed residents to leave the state. Without change, Illinois risks continued population loss and fewer economic opportunities
The BUILD Plan would:
Legalize Accessory Dwelling Units (ADUs)
Allow homeowners to build coach houses and basement apartments - creating flexible, lower-cost options for seniors, students, and young families.Limit costly parking mandatesReduce or eliminate mandatory parking requirements for small and affordable homes, lowering construction costs and prioritizing housing over excessive car storage.
Encourage smaller-lot and starter homesMake it easier to build modest, attainable homes so the next generation of Illinoisans can afford homeownership.
Modernize building codesAllow single-stair exits for low- and mid-rise residential buildings (with modern fire safety standards), enabling more family-sized apartments with better layouts and more windows.
Streamline permittingPrevent unnecessary delays by allowing third-party plan reviews when local governments miss deadlines.
Together, these reforms expand housing choices, reduce construction costs, speed up approvals, and ensure every community plays a role in welcoming new neighbors.
