Partner Action: Tell The Mayor to Investigate Border Patrol Shooting
On October 4, 2025, federal agents got annoyed that they were being followed on public streets. Border Patrol Agent Charles Exum swerved toward one of the cars resulting in a collision. Both cars stopped. Then, three federal agents got out of their car and began approaching the other vehicle. Afraid of what they might do to her, Marimar Martinez drove away. Border Patrol Agent Charles Exum raised his gun and fired multiple shots at Ms. Martinez. Exum later bragged in a group text to his friends, “I fired 5 rounds and she had 7 holes. Put that in your book, boys.”
The Chicago Police Department has never investigated Border Patrol Agent Charles Exum’s unlawful shooting of Marimar Martinez. State’s Attorney Eileen O’Neill Burke claims she can’t prosecute unless the CPD investigates and refers the case to her office for prosecution.
Mayor Johnson has issued an executive order about how the CPD should act in the future. But why isn’t the CPD investigating the crimes committed by federal agents during Midway Blitz?

Mayor Johnson must require the Chicago Police Department to open an investigation into Border Patrol Agent Charles Exum’s shooting of Marimar Martinez. If the CPD does not investigate the crimes committed during Midway Blitz, and refer them for prosecution when appropriate, ICE and Border Patrol agents will continue to believe there is no consequence for violating Illinois laws. This puts the people of Cook County in danger of being threatened, injured or killed. Thank you for your time and consideration.
